Brittani Bilse serves on the Advisory Committee to the President & CEO of the Texas Kidney Foundation (TKF), where she brings nearly two decades of experience in Texas state government, healthcare strategy, and legislative advocacy. As Principal of Bilse Strategy Group, LLC, she has built a reputation as one of Texas’s most effective policy strategists, guiding hospitals, pharmaceutical companies, local governments, and advocacy organizations in advancing healthcare priorities.
Her leadership has had a transformational impact on Texas healthcare. In 2021, Brittani strategically led and negotiated the Texas 1115 Demonstration Medicaid Waiver, securing $400 billion in federal healthcare funding over 10 years. She also supported litigation alongside the Texas Solicitor General to defend the waiver, underscoring her ability to navigate both legislative and executive challenges at the highest levels.
Prior to launching her consulting practice, Brittani served in the Texas Legislature and at the Texas Health & Human Services Commission, where she gained expertise in appropriations, public health, and program implementation. Her roles with the Senate Finance Committee, House Public Health Committee, and HHSC provided her with 360-degree knowledge of how state policy is shaped, funded, and executed.
