William “Bill” Avila

Board Member

William T. “Bill” Avila brings more than four decades of legal and financial expertise to his role on the Board of the Texas Kidney Foundation (TKF). A Partner at Bracewell LLP, Bill is nationally recognized for his work in public finance law, having closed nearly 1,000 municipal bond transactions representing more than $50 billion in principal. His work has helped finance hospitals, schools, housing developments, and major infrastructure projects, generating jobs and long-term community investment across Texas.

As one of the first Hispanic attorneys in municipal bond law and the first Mexican American member of the National Association of Bond Lawyers, Bill has been a trailblazer throughout his career. His perspective as bond counsel, issuers’ counsel, underwriters’ counsel, and trustees’ counsel gives him unmatched insight into complex transactions. In San Antonio, his leadership helped finance landmark projects including Sea World, Six Flags Fiesta Texas, the Toyota manufacturing plant, the Alamodome, and the redevelopment of Port San Antonio.

Beyond his professional achievements, Bill is a lifelong advocate for civic engagement and education. He serves on the board of the SOMOS Mexican American Civil Rights Institute (MACRI), has been Board Secretary of the Girl Scouts of Southwest Texas, and is active in the Catholic Archdiocese of San Antonio and the Hot Wells Conservancy. His dedication to community mirrors TKF’s mission of service and equity—meeting people where they are and building stronger, healthier futures.

Bill’s career has been recognized by Best Lawyers in America® for Securities Regulation, and he is a Fellow of the Texas Bar Foundation, an honor awarded to less than one-third of one percent of Texas attorneys. At TKF, his combination of legal expertise, financial acumen, and community leadership strengthens the Foundation’s governance and sustainability, ensuring its prevention-first mission continues to expand statewide.
